Solar-Powered Microgrids: An Opportunity to Build Power Resiliency

Throughout California, years of record-breaking fires, floods, and high wind events have led to statewide Public Safety Power Shutoffs (PSPS) leaving millions of people and hundreds of critical health facilities without power for days on end. This necessary but problematic response to the wildfires ravaging the state is not going away.  PSPS outages in CA have affected 9 billion customers since 2013, which not only shut down critical health services, but they also directly lead to loss of financial resources from spoiled medication and lost patient revenues, causing long-lasting consequences for providers and communities alike. The lack of reliable power has direct health consequences for all individuals and families, but especially for people living in low income, rural, and vulnerable communities.

In this session, participants will learn how a solar+battery microgrid works; explore the cost-benefit analysis; new and proposed rules and rebates, incentives, and federal energy equity initiatives; and financing options.  It will also review the firsthand experience of a California health center in its efforts to achieve resiliency during power outages due to extreme weather by utilizing solar-powered microgrids.


  • Understand how a solar-powered microgrid works in a health center and how it can provide benefits for weather and emergency resilience.
  • Understand the concepts of a solar cost-benefit analysis and various funding and financing options currently available and proposed.
  • Identify the opportunities solar presents for long-term cost savings, energy efficiency, and community benefit.
  • General understanding of the CA electrical grid and solar landscape
