FQHC Incentive Payments: The Model & The Risks

Medi-Cal Managed Care health plans and FQHC providers have partnered through Pay-for-Performance Incentive programs to improve quality measures and health outcomes while transforming and improving care. The FQHC payment system allows for participation in quality incentive programs, but to avoid reconciliation of incentive payments, the programs must be carefully structured. CPCA is offering a two-part webinar series to explore the regulations, strategies, and best practices that will provide insights and guidance to FQHCs to assist them to successfully navigate the complex world of incentive payment programs.

Part 1 of this series will include an overview of pay-for-performance (P4P) programs utilized to improve clinical quality at FQHCs through partnerships with Medi-Cal managed care plans and FQHC network contracting arrangements. Using the Partnership Health Plan Incentive Payment Program as a case study, this 60-minute session will highlight the legal and regulatory ambiguities of FQHC P4P programs, and the collaborative efforts that have been taken between health plans and FQHCs to improve the effectiveness of incentive payments while mitigating legal risks.

LEARNING OBJECTIVES

  • Understand the different payment methods health plans use, and how they relate to health centers.
  • Overview of the types of incentive payments FQHCs are receiving from health plans and contracting arrangements.
  • Gain an understanding of how different types of incentive payments vary in their potential excludability from the PPS reconciliation process.

  • Cancellations received on or before 20 business days of the event will result in a full refund minus a 10% processing fee.
  • Cancellations received on or before 10 business days of the event will result in a 50% refund minus a 10% processing fee.
  • Cancellations received on or before 5 business days of the event will result in a 25% refund minus a 10% processing fee.
  • No refunds will be offered for cancellations received after 5 business days before the event.
  • Cancellations after the conclusion of the event are non-refundable.
  • Substitutions are encouraged.
  • “No Shows” are non-refundable.
